Upon receiving the Hainan Provincial Party Committee's proposal for the establishment of Yangpu Economic Development Zone, Deng Xiaoping , the chief architect of China's reform and opening, wrote on April 28, 1989,"After reviewing the situation, I consider the proposal a valid one. It is a rare opportunity not to be missed! All the necessary conditions for implementation should be put in place without further delay."




　　On November 3,1989,General Secretary Jiang Zeming lent his support: " It is a sound move by Hainan to allocate land in Yangpu for large-scale development and foreign investment. The Party and the State Council are supportive of the project, and comrade Deng Xiaoping has issued written instructions for its implementation. It is a good way to bring in foreign capital. Foreign investors are welcome to make turnkey investments in China. "




　　When visiting Yangpu on February 15,1996,former premier Li Peng wrote an inscription that says : "Industry will lead the way in the development of Yangpu, and Yangpu will lead the way in the development of Hainan economy. "







　　On December 21,1998, Premier Zhu Rongji paid his third visit to Yangpu. After listening to reports from the leaders of Hainan government, China Everbright Holdings Group, Hong Kong Construction (Holdings) Ltd., Mr. Zhu gave an overall assessment and suggestions for future directions.
